2011 Annual Meeting & Board Election

Dear Wellington Community Homeowners:

The 2011 Wellington Community Association Annual Meeting will be held on Tuesday, November 15, 2011, at 7:00 p.m. in the Wellington Community Center, located at 9700 Wellington Road, Manassas, Virginia.

The purpose of this year’s Annual Meeting is to announce newly elected members to serve on the Board of Directors, to provide community residents with an update on the status of the community’s budget and serve as a forum to address any questions they may have concerning the administration of the Association.

Due to a board member resignation, the 2011 election process will seek to fill 3 positions on the Board of Directors.  The positions will be filled for the 2 board members whose terms are expiring and one (1) position to fill the remaining term of the board member who resigned. The elected Directors will each serve a 3-year term (or such shorter time as may be applicable due to a prior vacancy) on the Board.

Please do not assume that this is a done deal.  In order for these the candidates to be elected to the board of Directors, a quorum of the membership is needed.  Quorum is established through the return of correctly completed ballots.

Please take a minute to read the documents included in the election packet you will receive in the mail.  It contains important information about the election process, information about the candidates and a 2011 election ballot.  A self-addressed return envelope is included for your convenience.  The candidate’s submitted biographical information is provided here.

To vote:

  • Please read the candidate’s information and make your choices on the corresponding ballot.

  • Fill in the ballot completely. Fill in your name and address and do not forget to sign the ballot. This is very important as an incomplete ballot cannot be counted.

  • Return your completed ballot to the Election committee by one of the following methods:
      • U.S. mail. (If time permits) Please remember to mail your ballot in time to be received by November 9, 2011 at 5 p.m.
      • Drop your ballot off at the Community Center during normal business hours (Monday through Friday, 9 a.m. to 5 p.m.),
      • Place it in the drop box at the community center (to the left of the main door) for after hours drop off.

Remember, the election will close, via mail or hand-in ballots, at close of business on Wednesday, November 09, 2011. Ballots received after the close of election will not be counted.

Please note that any owner who is delinquent on their financial obligations to the Association or who has an unresolved violation cited for their lot is not an owner in good standing. Their vote will not be counted toward the election of Directors.

Revised Parking Policy Posted

A revised parking policy has been approved by the Board and posted on the Wellington website at:

The updated parking policy takes effect on June 1st, 2011. The minor updates to the policy clarify and simplify the language in some areas, including oversize vehicles and vehicles parked on a private lot off of the driveway.

The major update to the parking policy addresses an updated arrangement for Section 17A (Acer Lane & China Grove Court). The Board has worked to accommodate Section 17A residents, while staying within the limitations set by the City of Manassas and other legal entities. A hang tag system within Section 17A will be implemented by June 1st, 2011 for access to a pool of 13 common area parking spaces. Time limits are defined for the Section 17A common area parking spaces and there will be one hang tag per resident. Please see the parking policy for specifics.

The Board hopes that this update will benefit residents and make parking easier within the Community.

Parking Discussion – Acer Lane and China Grove

The Wellington Board of Directors is aware of the unique parking challenges that the residents of Section 17A (Acer Lane & China Grove Court) are experiencing. The Board has asked Kim O’Halleran, the Association’s Counsel of Record, to attend the Tuesday, Jan 18, 2011 Board of Director’s Meeting. She will be able to address questions from residents regarding the City of Manassas parking requirements for Section 17A.

The Board meeting will begin at 7P.M. at the Wellington Community Center. The Board encourages Section 17A residents to attend the meeting and help form a Workgroup to represent the Section 17A residents, research parking solutions which can comply with City zoning requirements, and present recommendations for parking improvements to the Board.

2010 Board Election Results

As a result of the 2010 Annual Election, the following persons have been elected to serve on the Wellington Board of Directors. These residents will join Fran Guastadisegni and Leslie Kohn (current seated members) in service to the Wellington Community. The new members are (in alphabetical order):

Bob Porch
Ed Pratt
Kyle Tucker
Jalon Zimmerman

Bob Porch, Ed Pratt, and Jalon Zimmerman will serve three year terms.  Joe Koch and Kyle Tucker will fill the vacancies not filled in 2009 and will serve for two years. The election committee would like to thank everyone in the community who participated to make this election process a success.

Offices to be held by each member will be determined by board election at the December 2010 Board of Directors meeting, December 21, 2010, 7 P.M. at the Community Center. Residents are encouraged to attend the Board meetings.
